I think carpet would only add R1 at best, and it seems to me the vapor barrier should be on the warm side. One might glue 2x6 studs on 2' centers on-edge to the walls with a can of foam and put 6" R19 fiberglass insulation between them and staple poly film or foil or nail thin foil-polyiso foamboard over that.
